North Byron Parklands is approved as an outdoor cultural event venue for a trial period of five years.
During the trial a maximum of three events each year are permitted.
During the trial up to ten event days each year are permitted. No event must exceed four event days.
Events following the trial will require a further approval from Byron Council under Part 4 of the EP&A Act.
The first event will be Splendour in the Grass in July 2013 (no other events have been confirmed at this stage).
The trial allows for incremental growth in patron numbers over the five years:
| Number of trial | Splendour | Medium trial event | Small trial event |
|---|---|---|---|
| First trial | Up to 25,000 patrons | Up to 15,000 patrons | Up to 10,000 patrons |
| Second trial | Up to 27,500 patrons | Up to 17,500 patrons | Up to 12,000 patrons |
| Third trial | Up to 30,000 patrons | Up to 20,000 patrons | Up to 13,000 patrons |
| Fourth trial | Up to 32,500 patrons | Up to 22,500 patrons | Up to 14,000 patrons |
| Fifth trial | Up to 35,000 patrons | Up to 25,000 patrons | Up to 15,000 patrons |
These increases in patron numbers are far from automatic. To achieve any increase North Byron Parklands must satisfy a wide range of strict key performance indicators.
A later stage proposes a conference centre for 180 people and accommodation in either rooms, tents or cabins for 60 patrons. Also proposed is a cultural centre covering local indigenous and non-indigenous history from the immediate area, an administration office and also a depot for a dedicated rainforest restoration team and plant nursery.
